The Bill (Reg. No.2289) imposes a ban on import of the commodities subject to special quotas until the said quotas are fully exploited. Moreover, by the customs clearance of commodities subject to licensing or loaded in bulk, minor deviations of cost, amount or weight from indicated rates can not become grounds for refusal. The Bill also stipulates that licensing information can be published not earlier than 21 day before the licensing policy is established, but not later than the day of its introduction.
The Committee upholds adoption of the Bill at the First Reading, since Ukrainian legislation should be coordinated with requirements of the WTO.
